Guidance for Federal departments and agencies on establishing, implementing, and monitoring mitigation commitments identified and analyzed in Environmental Assessments, Environmental Impact Statements, and adopted in the final decision documents.

Each Federal agency should make achieving environmental justice part of its mission by identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations.

This guide was developed to help citizens and organizations who are concerned about the environmental effects of federal decision-making to effectively participate in Federal agencies’ environmental reviews under the National Environmental Policy Act (NEPA).
