The purpose of this process memorandum is to signpost the process steps that have taken place since publication of the DEIS in order to assess and respond to comments about alternative mining techniques, document the conclusions reached, and the rationale for these conclusions.

Tailings dams are geotechnical structures that are increased in height with time. Several factors typical of tailings dams cause a higher risk of failure compared with other earth structures. The factors that influence the risk of tailings dam failure are discussed in this paper.

To assess the cumulative impact associated with use of groundwater for the Resolution Copper Project, modeling of proposed Resolution Desert Wellfield (DWF) pumping in East Salt River Valley (ESRV) was conducted in 2020 in support of an Environmental Impact Statement (EIS) using what was then ADWR’s current Phoenix AMA groundwater model. Results indicate that without Resolution DWF pumping, but including all other reasonably foreseeable future uses, pumping depths to groundwater beneath the Desert Wellfield at the end of a 100-year predictive period would be approximately 550 feet.

Managing regional aquifer systems within the arid southwestern U.S. basins requires an understanding of the extent to which aquifer recharge and withdrawal impacts the systems, both spatially and temporally.

This Monitoring and Mitigation Plan has been developed to minimize environmental impacts from the Resolution Copper mine by repairing, rehabilitating, restoring, or replacing the affected environment as specified for each GDE in the following sections. The plan has been incorporated into the proposed project design and is intended to be implemented under both the No Action and Action alternatives.
