This Draft Decision Notice and Finding of No Significant Impact responds to the proposed Baseline Plan only. The Forest Service is developing a separate Environmental Impact Statement (EIS) to respond to the proposed MPO, which will rely, in part, on the data collected under the approved Baseline Plan.

The Forest Service prepared this Environmental Assessment to consider approval of the proposed plans of operations. It discloses direct, indirect, and cumulative environmental effects that would result from Forest Service approval of the for the proposed Baseline activities and alternatives.

This report describes the economic impacts of travel to and through Arizona and the state’s fifteen counties.

Water balances models have been developed for each alternative. These water balance models have been augmented by the addition of chemical balances. The purpose of this memo is to provide a description of the predictions of the chemical balance and resulting solute chemistry for Alternative 4.

We examined the responses of bats to aggregations of insects in a semiarid habitat where we suspected that foraging bats might search for food over a large area to avail themselves of patchily distributed insects. We also tested the responses of bats to recorded bat foraging sounds and to artificial sounds simulating the feeding buzzes of hunting bats.

The purpose of this process memo is to provide the detailed data for additional power information received and summarize the information.
