It being agreed that a three-party memorandum should be utilized to give guidance to officials and personnel having responsibilities for managing lands withdrawn for Salt River Project Reclamation purposes within Forest Service boundaries. The purpose of the Management Memorandum is to coordinate the program activities of the three entities to the end that multiple uses, public recreation, aesthetic protection, enhancement of wildlife, planning, management, environmental compatilibility, public access and use, and security of Reclamation works, will be undertaken and maintained consistent with the responsibilities of each of the parties, the protection of the environment and the proper enhancement of land values.
