The documents listed below were authored by Council on Environmental Quality.

Executive Order 12898, “Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations," provides that “each Federal agency shall make achieving environmental justice part of its mission by identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations.” The Executive Order makes clear that its provisions apply fully to programs involving Native Americans.

This guide has been developed to help citizens and organizations who are concerned about the environmental effects of federal decisionmaking to effectively participate in Federal agencies’ environmental reviews under the National Environmental Policy Act (NEPA).

    [5 meetings between Mar-Jun 2016; comment period extended from 60 days to 120 days, closed Jul 18, 2016 ]
  4. Compile and review existing data
  5. Prepare project description and identify project alternatives
  6. Publish Alternatives Evaluation Report [Sep 2017]
