Summary
During the mid to late 1990s, precious metals prices plummeted and mines in Nevada, Idaho, Montana and elsewhere had to be closed by the Forest Service using money from reclamation bonds. This experience demonstrated that reclamation requirements and bonds for mining operations on federal lands in the Western United States were inadequate in some cases.
